However despite all this, BJP has performed dismally in pockets where poverty declined while Congress doubled its tally.

In other words, poor people voted for BJP to improve their living conditions; and once their situation got better, they went back to voting for Congress candidates in the name of caste?

Or does this have something to do with Peaceful community? Remember 40% of beneficiaries of Modi govt schemes are Muslims; while they claim to be less than 18% of the population. So definitely their plight has improved considerably in last 10 years and huge swathes of Peacefuls have been lifted out of poverty.
